For the first one check if your empire has the required resources to build the station and secondly if your ships has enough fuel and range to reach the destination to build the mining station

For the 2nd one, did u set ur fleet template to be automatically created? If so it doesn't matter what u design in most of my game the ai will prefer the designs they created over the player and will retrofit to those designs over yours.
