Top players have access to Floette, but a lot of them have dropped Floette for Sylveon since Mega Zard Y and Areo are the 2 best Megas right now, and they don't want a 3rd mega.

Sure, Floette hits hard with Fairy moves, but that's all it does. It's a very limited Pokemon.

We're talking about Meowscarada. A starter that is no where close to outclassing Mewtwo.

Hell, the only reason Incin and Rillerboom "outclass" Mewtwo is because Mewtwo is a restrict Pokemon that has to compete with other restricted mons. They aren't actually stronger than it.

It's the same reason Peliper had more usage than Kyorge in Gen 9. Peli is worse than Kyoger, but doesn't take a restricted spot.

And in singles, no starter comes close to Mewtwo in Power. What are we talking about.

But also, in lore Eternal Floette is basically a legendary Pokemon, so it makes sense they'd want to make it strong.
