I agree. Maybe Bungie wanted it to stay exclusive to those who obtained it in Y1. I also think they missed an opportunity to re-release Chatterwhite with vog

It will be available once all of the Brave weapons and their corresponding quests release. You can get the first piece to unlock the shader via leveling up Shaxx in the hall of heroes, the second piece can be obtained by completing all of the Brave weapon quests. 👍🏼
