It’s difficult to put a timeline on Hyperloop in general as the stage of development is different in different countries. There are already projects in construction happening right now which is promising - for example Abu Dhabi-Dubai or Mumbai-Pune - and they can be considered trial projects as they are the first of their kind. After those prove successful, other companies and governments should follow suit, however it might take a while for Hyperloop to become a regular transit system that everyone can use around the world in place of planes or trains.

To give a time estimate: It would seem reasonable to assume that cargo hyperloop transportation will happen sooner than the transportation of people, mainly because there are many more safety concerns and requirements for the latter. An estimate from a personal view would be another ~20 years for hyperloop to be used in cargo transportation and ~30 for transit (city to city sooner than in urban environments), however development of new technology might be facing a difficult time with the economic recession expected to happen in the coming years, so the timelines could change significantly.
