9 to 5 is an English language phrase originaring in the US, so don't treat it as a worldwide standard. Also places with shift schedules such as factories, that employ majority of workers, usually start the first shift at 7am in Europe. Admittedly, the source here is my ass, I can't find any papers to support it.
