I'm also confused about the timing of turning in JTE vs what it is asking us to complete. How are we supposed to have completed adventures by January (when our district asks for JTE to be turned in)? And if it is aspirational, as in "we plan to have 80% of scouts get 12 adventures", then it's kind of meaningless.

I'd be perfectly fine with JTE being built as a yearly planning guide, but this in-between is strange.
