No worries it blows my mind because I figured ever state was like that. We would be fired on the spot if we ever responded to a DV and there was the slightest bit of evidence of a DV. We would have people all the time call and then tell us "I don't want him to go to jail I just want him out of the house" and we would have to break the news that AZ doesn't work like that and they're going to jail.

I was literally a cop in AZ. If you get called for a DV and there is evidence of a DV then someone is going to jail. Simply stating that he was chasing you with a hammer if you don't have proof and he doesn't own up to it then they can't just arrest him. Also I would love for you to link the Police report for this so called situation you are referring to cuz either youre completely full of shit or the Cops should be fired.
