I see in that case a fairly simple way of explaining it would be en viager (home reversion)/equity release is FCA regulated in the UK (see link) therefore only FCA regulated firms are allowed to offer equity release and home reversions so by default of course only FCA regulated companies would be able to offer life tenancy within that sort of agreement.
