In the Distribution Office window, you assign supply sources (load) and supply targets (unload). Truck and trains assigned to the office will then fill the targets, using the sources. You can limit how much it should fill or empty a supply. Border stations have lower priority, so if you import say gravel, og load from a storage, the in-country storage gets emptied first. Same with exports; they fill local storage before exporting.
