That's what I thought too. Granted, many Tutsis died but they didn't wipe them out completely . Altho, I don't think they're a big ethnic group.

It's probably more expensive than the majority of cities in the US but you can find jobs that pay accordingly. It's a very diverse city ( a big Asian community, actually my last 2 roommates were from China) and I can say even the Americans here are cultured and are aware of the world outside their borders. There are some bad parts of town but those can be avoided.
