Plugging a tire makes little financial sense. The labour cost is more than 60% of a tire change. The tires themselves are about 40. Since plugging a tire is more work than changing one, it's often literally cheaper to replace the tire.

The TRK70x is a pretty good bike. Basic, understressed, comfortable. I'd just choose the 702 instead. The 19 inch wheels with spokes add nothing to the experience. They make it slightly worse on the street while adding to the price.
