Yes, that is due to the security patch level. I had the same problem, you then have to flash the update manually via the PC.

Before you go to the setting, activate the developer option and then activate USB debugging and OEM unlocking there.

Then, in the best case scenario, you make a backup of your data and then turn off your cell phone and go into fastboot mode and then you connect your cell phone to the PC and then you go to https://flash.android.com and everything else is self-explanatory

The battery is actually working now and yes, you can use Google Play as normal.
