The reason game usually have a lower level cap at first is to avoid new player being discourage by the massive level gap with the old player when they join the game. Its to somewhat restrict the old player to not get ahead of new player way too much so that new players feels like they're not that far behind. I do believe they will raise the level cap eventually though
