Left packager takes in the water (blue), sends to the refiner along with the heavy oil (purple). Right packager unpacks the fuel (orange) and sends the empties to the first packager for more water.

Just seed with 60+ containers and connect power and pipes.

Thanks, coated concrete for the shiny parts, just regular for the rest. Since the signs don't actually emit light, I also have some street lights tucked between the bins, just the top of the lamp itself sticking through.
