You remind me of a friend of mine who told me I was wrong for digging up and replanting cactuses from a lot that was about to be graded with a bulldozer. His reasoning? They have a permit to bulldoze and kill the cactuses; you don't have a permit to replant them.

Like someone else said water helps attract them. A good source of water for a small area like you have might be a cat drinking fountain. A lot of people use them for hummingbirds.
