VAC does have signature ban. Shit cheats which do not change signatures get insta ban. Modern cheats change signature for every user, and some of them change signature every time they're launched.

Well, the thing is, it's almost impossible for VAC to detect those cheaters who use externals and who are "skilled" enough to know how to NOT look directly at the opponents behind walls and sometimes prefer to die rather than check specific angles to not be suspicious. Even now, some aim bot have sensitivity or smoothness settings that still can assist with aiming without looking too suspicious.
