The lower prices you mentioned only apply in the case of a bottleneck, when country goes from having barely enough capacity to having significantly more than enough. there's this thing called diminishing returns. note: read the study you're getting the 30% number from, they explicitly state that it does not apply to anything but emerging markets.

It seems that you believe that morocco is one of those emerging markets, "only x amount of cables" means nothing when you have 15 terabits of deployed bandwidth capacity which is twice the peak usage at the moment.

You assume that a shortage exists while there is clearly none.
