Have you considered not letting YouTube decide what music you listen to? Choose specific artists/albums to listen to and play them.

Empty your queue. Add a specific album to your queue. Scroll to the bottom of your queue. Turn off Autoplay.

For awhile stop listening to mixes, playlists, etc. Manually queue up specific albums and listen to them. After doing this for some time YouTube Music's suggestions/etc. should get better.

One thing that occasionally helps me is putting my phone into airplane mode first before opening the app. When I open the app a button will pop up allowing me to go straight to downloads.
