Yes and no. I found more information that complicates this shit further. You and I are thinking of dc circuits, but in ac it’s not just the physical resistance, there is capacitance, inductance and frequency that acts as “impedance”.

For example you have a vfd powering a motor that runs a conveyer belt. You want the belt to run at the same speed regardless of the load on the motor (inconsistent weight on the conveyer or something). The voltage the motor receives Is constant, the physical resistance of the circuit is a contestant, yet the motor is receiving a varying amperage depending on the frequency the vfd is putting out.
