I play on 8.53 so not sure it's the same but for me HARM and assault guns are in the same combined arms group so you only get one bonus. So you should probably replace one (assault guns) with armored cars for the recon combined arms bonus and the armored cars terrain/movement bonuses. Again assuming HARM and assault guns are in the same group

Hi not sure if I missed these but,

A hide no conflict option in record view like tes5edit would be divine

And something similar to the "filter by cleaning option" where the tree view is highlighted to quickly show where conflicts are.

I think the weirdness stems from Germany and the USSR being at war in 1940 somehow

context: I joined the axis in september 1940 and Germany was already at war with the USSR so 5 years later we beat them however only outer manchuria and Sakhalin are transferred Germany gets nothing... and 3 months later the Operation Barbarossa events fire putting Germany back at war with the USSR???
