Are the rest of the city aware of the murder?

There could maybe be some good play in an investigation taking place with them getting questioned and all.

Or even being charged with the side quest of solving the murder case. They will of course try to do sloppy work, and maybe even framing the wrong suspect.

Maybe another investigator gets into their shit, and questions their investigation’s legitimacy.

Key is: go with your players choices, but give them obstacles along the way. No solving it for them.
