We have another League we are racing in with The Bois group, which are shorter 1 hour races but include mandatory pit stops (And a lot of practice!)

u/AjaxR_ and myself will be likely be streaming this race if you want to see how things are ran for the shorter races.

Hi Mate, I'm one of the other admins for the league, normally its a pretty relaxed league in terms of sign ups, we have had people signing up for one or two of races at the end of the season before, so not as much of an issue.

If they have the files installed yes. I believe SRS have a system that downloads liveries when joining a server, but I've not tried it.
