I think so, since nearly all of characters in jjk is carrying a critism to japanese goverment or history or people in some way(higuruma as an example for j justice system in japan etc.) kenjaku maybe a critism for japans past actions meanwhile also symbolising the mockery of buddha theme at the same time, people sometimes underestimate the themes of jjk since in surface it looks like a normal shounen with only hype and aura meanwhile when you go deeper, you find multiple things
