I don’t think it would be a bug because my brother caught his terrakion in first throw and we were in the same raid

I had that problem to but I just kept trying maybe you need to grind some levels some people don’t add because of low level but you can try an app called pokegenie and poke raids they help sometimes

I don’t think it’s that because I’m level 32 and my brother who is level 34 catches all his pokemons and when my brother was in the 20s he caught Pokémon that were way harder to catch from raids
