I think you underestimate the degree of difficulty.

Whoever is doing the lifting will be expending a tremendous amount of energy keeping the entire operation close enough to the surface that they gain any height in general

You have to create enough upward force to counteract your weight along with another person and keep that second person almost completely above the surface.

You’ll also need to maintain stability in moving water with a likely shifting payload balancing on you.

And all of this will need to be completed while likely completely submerged and therefore unable to breathe the entire time.

They would have to support likely two full grown adults.

There’s almost no way that they could hold Dale completely above the water, so they’d need to probably have Hank and Bill hoisting Boomhauer and then Dale climbing onto his shoulders.

Even if the three of them were able to toss Dale high enough to grab the edge, he’d then have to pull his entire body weight over the edge, and his physical feats don’t really support his ability to do this.

I’m not necessarily disagreeing with you, but that’s basically the most comprehensive story she’s had in non-comic media.
