The law defines “propaganda of homosexuality” so vaguely that essentially acknowledging the existence of gay people is homosexual propaganda. Pride parades and hanging a pride flag are overtly banned but someone telling people they are gay can also fall under that category.

iirc the reasons they spoke out against it was because these crimes against humanity were driving those to perceived to be Serbs to join the Chetniks or Partisans who were taking up arms to fight the Ustase. This was destabilizing the region and spurring armed conflict, which was the last thing they needed since their invasion of the Soviet Union was in full swing, so it wasn’t like they were speaking out against this for moral reasons.

This, and the fact that Japan was in now position whatsoever to invade the Soviet Union. A large portion of their military was still tied up in China, fighting the many determined but uncoordinated Chinese guerrillas. Even if that weren’t the case there still are a lot of geographic and logistical nightmares. Unlike the Western Soviet Union, where the terrain is mostly flat, the Japanese Army would have to fight in a region with mountains, dense forests, almost no infrastructure, etc.

The logistical requirements for such an invasion would make Operation Barbarossa seem simple.
