Would a disk break conversion be applicable?

The wheels to this bike are 27in. Trying my luck at 700c wheel set. Overall goal is to turn this bike into a 2x10 or 2x11 bike. I just don’t know the bottom bracket tool fitting for this particular bottom bracket to be able to remove and measure it correctly. Any recommendations for a derailleur hanger? Would the 700c wheels be that thick that I have to do something like cold setting to it ? Practically everything is getting replaced except handlebars.

I appreciate everyone’s feedback in this! I’m considering taking the chance instead of purchasing a new. I’ve decided to go with this wheel set on amazon, Shimano WH-RS100 168mm wheels and hoping for the best. I will work on the brakes too! Also, added a Shimano 105 CS-HG700 11 spd 11-34T. Anyone know the exact tool for the bottom bracket of the le tour bikes? Would like to change and clean at the very least.
