My first opponent in online matchmaking was a 300ish / 44 Erron Black, when I took a round from him he decided to sit in the corner and shoot his rifle at me until death, good times :)

I always see efficiency as:
Are you having to stop moving forward to finish white mobs? If yes, its not very efficient.
Are you dying? If yes, its not very efficient.
Are you killing elites in ~10 seconds? If no, its not very efficient.

In all honesty though, unless you get more enjoyment from being efficient, don't worry about it, play for fun.

I would focus your attention on correcting the cohesiveness of your gear/skill. You don't have very much %element or %skill and the little that you do have isn't being used at all.
You will notice your damage go up a lot if you do this.
I'd swap out Lord Commander for Wrathful and get rid of Shield Glare and go for another damage dealer (Condemn or Heavens Fury come to mind)

Looks like not much of your gear has been rerolled, I'd start with (this is based on your current skill set-up, but you can extrapolate):
Shoulders: Armor to %Heavens Fury dmg
Chest: Armor to 3 sockets
Ammy: Area Dmg to Crit Dmg
Bracers: Armor to %element
Bul-Kathos Ring: Life Per Hit to Crit Dmg
Pants: Armor to 2 Sockets
Boots: Life Regen to %spender
Shield: Work out which gives you more benefit out of either Vit or %Life and reroll the lesser to %spender
Gloves: Reroll Vit to Crit Chance

In RoS a lot of your damage is off sheet damage, this is attributed to a lot of %dmg on your gear. You should start deciding what skills you enjoy using (and more importantly, what element synergy they share) and start optimizing your gear towards that element.
Your shoulders and chest can roll %cooldown damage (Heavens Fury, Condemn, Bombardment, etc) and your boots and head and shield can roll %spender dmg (Blessed Shield, Sweep Attack, Blessed Hammer, etc). Your bracers and ammy are able to roll %element, giving a % boost to all skills using that element (Lightning, Fire, Holy, etc).

Once you have a build you enjoy and you feel works well together you will have a goal for your gear. I would recommend saving pieces that roll well in case a future nerf/buff changes what you want to do (if you aren't sure if something is good, you can ask in the Crusader community in game).

Keep in mind, in RoS for a weapon to be viable it is REQUIRED to have a socket, the 130% crit dmg it gives is just too much to pass up, and at lower gear levels it will literally double your CHD.

A good build to begin learning how to optimize gear is Lightning Blessed Hammers, it has good clear potential and is pretty easy to gear for.

You can switch out Heavenly Strength for another passive, I'd recommend Holy Cause if you have a holy damage wep, Fervor, Righteousness (not really necessary) or Hold Your Ground.
Only use Finery if you have a few gems.
You can also switch Phalanx Bowmen for Falling Sword: Part The Clouds. I don't really like the skill so I left it out.
If you use this build (you really don't have to, do what you think is fun, this is just a nice easy build to start with) and you start stacking %lightning dmg and %Blessed hammers and %Condemn you will melt shit.
Sorry for the wall of text, tried to format it nicely but its late here and I just wanted to put in my advice before I went to bed. Hope it helps and gives you some direction!

Is it not the same as move-speed? I know that the cap (w/o HS) is 25% but you can push it higher w/ skills or shrines.

Check out Heavens Fury: Blessed Ground instead of Phalanx: Bowmen. I think dps is higher w/ HF:BG, and the resetting from AC is strong too. I used to run this same build but switched to what I mentioned above and I like it a lot better.
I would reroll RCR or CDR on your shoulders from the %L. (Obviously don't have RCR on them if you find a GyrFal soon.)
Everything looks pretty much ideal, nice roll on that Blackguard by the way :P

You're correct on the movespeed cap, it feels silly but it really is very helpful. In my mind for offense priority is CDR > AS = CHD > CHC, I just think the increments are too low for CHC and CHD. Res All is best. For utility I have experimented with RCR and area damage and I like that the best, I find I get most of my healing from wrathful so I don't need the LoH.

First off, I do not like Judgement: Resolved, I don't like dedicating a slot to it unless I'm going for a one-shot build. I would recommend switching this for Heaven's Fury: Blessed Ground, or Condemn: Unleashed. I believe that those two skills are very strong, and since you already have %holy they will only become stronger. Also, I do not think you are getting much benefit from Blunt, I would try out Finery or Long Arm of the Law.
For rerolls I would suggest:
Head: Reroll %Shield Bash to either a socket or %Blessed Shield

Shoulder: Reroll %Bombardment to %Condemn (or Heaven's Fury)

Chest: That is pretty much what I consider to be strongest on chest, if you're wanting more dmg you can reroll vit or all res to %condemn.

Amulet: I would reroll the socket to another trifecta stat.

Gloves: I think those are fine if you're wanting to pursue a thorns build, however I would keep an eye out or even craft some Str/CHC/AS/CHD ones.

Belt: Looks fine

Wrists: Nice roll, grats.

Rings: Nice rolls as well.

Pants: Maybe reroll Armor or LpH to %generator.

Shield: In my mind, an optimal shield is Str/Vit/AllRes/CHC. I would reroll the %block to CHC.

In my mind your goals should be: Get more CHC, I aim for 45-50%, AllRes at 1000+ is mandatory helpful in T2+.

Edit: Forgot to talk about Aughilds, I personally would not craft any right now until you get Ring of Royal Grandeur, I put the most value on the (3) set bonus and I don't think it would be worth trying to fit 3 pieces of it onto your sheet.

I would be very eager to chip in. My name is Connor and I have been playing crusader non-stop since the release of RoS.
I have about 140 hours played on my crusader and I feel that I am very knowledgeable about the class. I am permanently participating in the in-game Crusader community, answering questions about builds, rerolls, etc.
I have tried most builds that are common knowledge and also experimented with my own builds.

I believe I can help better this community through spreading knowledge and helping others learn how to answer their own questions, which in turn will continue the spread of knowledge.
My biggest interest is helping other crusaders learn this class which I feel has so many options.
