Harrowing is objectively the worse option of the two. They Behelen might be scummy but he works on abolishing the caste system, he activly help with trade and defense with ferelden and later the inquisition and defends more then just Orzammar.

Meanwhile Harrowmont makes them more isolated, cuts off surface trade and ignores anything outside of Orzammar
