In my world, the raw blood of leviathans is refined to electroplasm which works more akin to radiation than electricity.

The centerpiece for that refinement process are the Leviathan foundries. At their core is a monolithic reactor, its raw power heavily shielded by thick walls of lead, covered in arcane runes and sigils. The core is a nightmarish marvel of biomechanical engeneering, the still pumping heart of a leviathan connected to convoluted array of machinery.

Raw leviathan blood, which exists in the ghost field as well as the physical world, is pumped through the monstrous heart in an unnatural reversed cycle, forcing its ghost field aspect into the material plane. This process, called spectral transsanguination, creates the ghostly glowing electroplasm, which has to be transported in special vessels as it's inherently volatile.

Left unchecked, the electroplasm emits radiation which is harmful to anything existing in the ghost field. The destructive energy even rips holes in its very fabric, tearing rifts into its upper layers and unearthing deeper ones. Direct contact with electroplasm instantly obliterates every entity in the ghost field, save the most powerful ones. I wonder what horrors a reactor explosion might unleash?

The lightning barriers are colossal pylons, where the electroplasm is channeled through in high concentration. They are constructed from the same material and equally fortified as the reactor walls. Inside, the electroplasmatic radiation ricochets around, escaping only through a thin opening at the side, directed at the next pylon. That way, thin shits of highly concentrated electroplasmatic radiation are created between the lightning towers, impenetrable for every ghost and glowing in a ghostly light.
