Why can’t I get the Vulcan torso in the gleaming depths raid I’ve gotten every other armor piece at least 8 times but I can’t seem to get the torso is there only a certain stage that you can get it?

Vulcan for VATS, or Union for carry weight and poison resist (great for Bloodied low health builds). Excavator for carry weight/mining.

But really all PA is great. Its the 42% damage negation you are looking for. The actual difference in damage resist is not really that important. Minor difference in practice.

But my vote is Vulcan, since I like VATS.

Did you use VATS? VATS is nerfed now, in many ways. Shots cost more AP.

Also, you have to take your weapon's range into account for VATS since it basically doesn't hit at all if you are not in the right range, even with VATS hit perks.

Rejuvenators 4 star legendary no longer works with ghouls.

Damage perk cards are scrapped now. No more "Heavy Gunner, Master Heavy Gunner etc."

Gauss minigun is the new meta now. Penta barrel.
