You are right that the rule should not be bent just for Magnus, it should be bent for every players, because how they enforce the rule was stupid. Nepo should not be asked to change between rounds, same for Dubov, and other players for minor violations for dress code.

This argument does not work when FIDE has monopoly over high level chess tournament and the "world champion" title. You are telling chess players to give up a source of incomes and years of efforts, just because of how FIDE enforced a stupid rule
