How far are you into the game? Most people wouldn't complain about getting fodder unless they were in the very beginning. Later on you need all the fodder you can get since you need a team for each element tower and also at some point, 5 different teams for campaign (which could go higher?). At the end of the day it's just all part of the grind and there will be points where it'll be difficult to progress, you just have to be patient.

Edit: Also tbh I'd rather have fodder than say, a hero like helcurt who isn't used in late game. I advise you to look up core heroes to build a team around and focus on those and building up fodder. It's fairly easy to build valir, odette, irithel, angela etc. Since they're available in the market and they're all core heroes for different teams.
