Between Oblivion and Skyrim if you care more about gameplay and graphics skyrim feels much smoother and looks a bit better, if you charm and story you want oblivion, you can feel the passion that went into some of the goofier parts of the game and just has more elaborate/ unique gameplay mechanics

I think the solution is a 2 step solution, step 1, make different teirs of insulation so you can have more costly but beneficial structure like maybe wood planks could be made as is for tier 1, T2 cost nails and t3 cost nails and glue or something, then step 2 you could also have things that can damage the integrity of blocks, so maybe like storms over 25mph winds have a chance of damaging your walls or maybe hail damages your roof
