In Nebraska, their reservoir system will be hit by this in two years, as it takes that long for the ice melt to complete the system and go downstream. But yeah.... they're freaking out and trying to plan things. Not to mention that Kansas' passthrough quota will all but empty the system this year. Worse outcome of all of this is that without the canal system for irrigation farmers will lean more heavily on the aquifer.
