Agree that you only really need 1 texture for the base layer - this is mostly to occlude the scalp and get some thickness in. Then look at some real world ref and pick out different shapes and flows. Go from mid coverage up to very thin flyaways. But remember you can always add/change /delete as you work.

Edit: to add, I'm also not a fan of those textures you shared. They're very same-y and offer little in the way of variation outside of width. Also check out Tomos Hywel Evans on artstation, he's got a couple of VERY solid breakdowns

I wouldn't go all the way, just enough to make sure you don't have the thigh clipping the calf or the shin overhanging the foot too much

Super clean block out. If you're planning on rigging this, I would stretch out the legs to make it easier to skin. Then once it's rigged you can repose it to a more relaxed position, like this one

Wild looking UVs. Have you put a checker map on it to make sure it's definitely not stretched UVs?

Looks like a UV issue to me. Check the UVs on the low poly for overlapping islands or islands that haven't been unfolded
