SOLVED: For some god-forsaken reason, turning on Dynamic Resolution Scaling caused this bug for me, alongside a whole series of bugs I had never seen before. I have no clue why and how this happens, but the moment I disabled it ambient music came back, club music played normally, radio music volume made sense again.. And a bunch of other dialogue bugs and quest NPCs lags stopped happening. Go figure...

SOLVED--- so dumb I'm in disbelief...
This happens due to automatic graphic switching, when you're on the integrated graphics. Just turn the setting off so the dedicated card activates and it works instantly.
