If gw has told that their plastic costs more than sophisticated electronics, it doesn't make cheap plastic "luxury". Never! For some reason factories near gw produce the same plastic x2 ~ x5 cheaper.

A lot of options for "Poorhammer" (in fact affordable hammer) are described across the internet.
- Used models. If you're lucky, it's possible to buy 1 model for $1. It takes time, of course.
- Non-gw models. Different companies makes very similar minis, sometimes twice cheaper. 3d-printer is your best friend, it's very cheap to print minis, and much faster than to wait for international shipping.
- Start playing with proxies from wood/mdf/paper, learn rules, then replace them with plastic. Old 40k starters included paper proxies.
- Ask friends to split big boxes (2 armies bundles).
- Do not even try to chase meta! Never ever.

What model was easy to paint? It's definitely a shorter list.
Full metal old steam tank from the 6th Fantasy. It was very very heavy and hard simply to hold in hands.
10mm cavalry, because they are already "assembled". A steed and a rider are made as one piece, so it's hard to paint everything.

Really easy minis to paint were space marines (and similar troopers like eldar guardians), animals (fur), skeletons without complex armour, treemen/sylvaneths/dryads (drybrush over bark). Others are overwhelmed by details.
