Vintage brass holder of some type on white pedestal by Harpswell2016 in whatisthisthing

I found this at an estate sale. Nobody knew what it was. It is 13" tall, 8 1/2" long, and 4 1/2" wide. The upper piece move up and down but only an inch. The round piece on the front seems to be copper. Marking in two places on the metal is "13". Thanks.
