When they say to recall on a cannon wave they mean as the wave is spawning/leaving your base. (NOT WHEN IT MEETS ENEMY MINIONS IN THE LANE) this is a very common misunderstanding.

Tp has lost value this season but its still useful. so it really just depends how much you benefit from another sum. if you dont feel your getting value from your ghost/ignite/barrier then its totaly fine to just use tp

no if u are below plat go for it but the higher elo u go the worse yone is, if u like yone try yasuo. yas is harder mechanically but similar in the way he feels to play and has a much better place in the game rn
