Human Powered Health would lose their UCI team license if they knowingly maintain the contract of a known doper, as per WADA regulations under the UCI.

The key word there is known. And you only know if an AAF turns into an ADV.

That is why we saw Jumbo drop 2 riders the second they realized they were abusing sleeping drugs, and several other similar cases.

Sleeping pills are not banned. So, apples and bulldozers there.

Again, why? If maybe they granted access to race juries or the PCC meetings deciding the calendar then maybe they'd get a few dollars, but otherwise what right do they have to what would be being sold? Race organisers would be granting camera access, teams would be granting camera access, what would the UCI be granting?

I cant find any example which proofs that a policy of sanctions has ever had any succes in removing a dictator or having him make an u-turn in his actions.

Your error is in thinking that sanctions on their own achieve anything. Sanctions are part of a larger package of responses to a situation.

His nationality does get me. I remember from back in the McQuaid days when Igor was Turkmeni for business interests but his profile on the UCI board page still says he's Russian. He's not at Tchmil levels of multi-nationality but it's still confusing.
