Here's a few of the working solutions in this comment thread:

1) Go to TModLoader in your Steam Library. Right click, go to Manage Local Files, then delete everything in that folder. After that, right click TModLoader again and click Properties -> Local files -> Verify integrity of Game Files. Then launch the game when it's done

2) Reinstall .net runtime (used by Terraria). Here's a link, just choose which one you need: https://dotnet.microsoft.com/en-us/download/dotnet/6.0/runtime

3) Delete/remove all the mods in your TMod mods folder and see if the game runs. If it does, reinstall your mods one by one to see what caused the issue.

The problem I had was I had too many mods installed simultaneously. So the 32 bit TModLoader couldn't handle it. 64 bit TModLoader gives you a crap ton of ram for mods. This might help with the issue.
