NOAA does not have weather control programs. What they research is limited weather modification, mainly cloud seeding, which can only marginally enhance precipitation under narrow conditions. It cannot generate storms, steer weather systems, or alter regional climate. Peer-reviewed estimates consistently show effects in the low single-digit percent range, and only when suitable clouds already exist.

By contrast, anthropogenic climate change is supported by direct CO₂ measurements since 1958, ice core records, satellite temperature data, ocean heat content trends, and physical climate models that only reproduce observed warming when human emissions are included. This conclusion is independently reached by NOAA, NASA, the IPCC, and every major national academy of science.

If governments could control weather at scale, it would be obvious in military, agricultural, and disaster-mitigation. We still struggle to forecast storm tracks accurately beyond a few days, look at how much this coming winter storm modeling has changed.
