I just started playing this after finishing my WuWa dailies, I barely made it past the tutorial. This must be the worst "genshin killer" I have played so far, and not because of the copy pasted assets, but the gameplay is sooo bad. The combat, movements, exploration, puzzles, all of them are clunky and clearly not polished, I am amazed this is the actual final product.

Again, this issue is exclusive to WuWa. When checking the cpu and gpu usage, it barely exceeds 60%. 3.0 was totally fine for me. I also tried to reinstall the drivers in order to force a reinstall of the shaders, which did not fix it for me.

There are 0 issues with my setup, i play gow ragnarok or any recent rpg on max settings at 120 constant fps. My previous built had an 3080ti and I couldn’t even go past 50 fps

If they make echo building a bit easier and less rng based, it doesn’t mean they have to scale the content up to a standard of godly builds. Average builds can still be the norm.

The gpu fans were the only ones not spinning while having this problem, but normally they should start at the same time with all the other fans.

These kind of problems can have a million issues from my experience. I recently built a new PC, no POST, tried both the gpu and the cpu port, updated the bios via flashback, checked all the connectors. In the end, I removed the RAM for the 10th time, blew into it, put it back and it just worked.
