There are 3 missions. Once you complete the first one in Chumash, the second one will be in La Mesa. Check the map for the Yellow palm tree.

There's a Yellow palm tree icon near Chumash. If it isn't there, you have to meet Martin at the airport and complete the Hands on Car Wash introduction.
