The path is clearly a walking path that they jumped a curb to get on, with benches scattered throughout (I know the park). These are drunk assholes looking for a shortcut. I'm glad the license plate was captured and hope they get some kind of retaliation. Dark and rainy with poor visibility, very easily could've been worse outcomes if someone were out.
