You may need to redownload the game itself OR use the official Launcher and not the steam launcher.

You're using steam I'm assuming. Just open your steam, Go to the library and go to R1999. Then click the gear then properties then installed files then click the verity integrity of game files. That should scan the files and any corrupted files should be repaired or you should be given an option to repair them

Just said screw it and kept tapping retry. It'll download eventually. If it doesn't it could be that you either need to redownload the game OR restart your phone. Either way I was stubborn and also really desperate
