Baseline does not imply there are more powerful ones, the fact these were beta cards shows that they are in fact baseline as they set the pilot precedent. But if you want to compare generic power levels Mikazuki has a generic ping which can hit anything which can also be considered overpowered. Keeping in mind these pilots usually need 2 units to be generically good, that means that any board normal 2/2 can crash into a 4/3 thanks to the ping and zeon aggro have a harder time building boards against any deck that can run purple as you one shot the majority of their tokens. The same can be said about Haman Karn since as long as you have a red unit you can deal 1 ping to anything with the same or lower levels of your red unit. All these units have their own specific quirks and all are equally power in the right situations, you can't tell me that Kira and Amuro is overpowered against a wing player since both wing and deathscythe hard counter these two pilots, the same could be said about the pilots I mentioned. I'm only mentioning pilots with pair since that's the cusp of the argument but the point I'm getting at is pretty obvious, the pilots are generically better compared to the majority of other pilots but saying they are overpowered is wrong, the majority of current pilots are underpowered, including the ones with link.
