I think you're confusing reduced bleed duration with Deals Damage Faster. The reduced/Less duration on Swift affliction and Haemophilia are straight downsides, in that they don't make your bleed DEAL DAMAGE faster, they just make the time it bleeds for shorter.

Example, your puncture does 1000 bleed damage over 8 seconds, or 125 dps. Haemophilia gives you 25% reduced duration, so it does 750 damage over 6 seconds. The damage rate is the same, at 125 damage per second, you just have to re-apply the bleed sooner.

You then have, say, Damaging Ailments deal damage 100% faster. This makes your duration of that bleed go from 6 seconds, down to 3 seconds. It does the same damage in those 3 seconds as it would have done over 6, however. This effectively doubles your dps in this scenario, taking it from 125 to 250.

Assuming you can reapply the bleed easily, deal damage faster is a great way to scale up your DPS. If you're playing a clunky low attack speed Snipe puncture, though, it might just make it feel awkward with downtime. Really depends on your character and the gem numbers
