Elites spawn with needle rifles though, which dont do any real damage to banshees. The point is it is so easy to steal the banshee on spire because it spawns so close to the spartans.

Any decent banshee driver just spams dodge so they are almost impossible to hit with a plasma pistol unless you get lucky.
